                             POLICIES THAT CAN HELP
1.I believe if  they change some of the penalties for first, second and
 third offenses that will be a deterrent to the crime itself because if you know that for a petty crime you can lose a couple months for the fist offense but for the third or fourth time, you can lose years for the same crime that should work as a force to propel you in another direction.








2.Have some kind of incentive or point system where for every period that you stay crime free rewards can be earned.
 California in the United States has introduced an alternative system for drug offenders where you do community work instead of serving prison time, I have not heard of any country that has introduced these systems that I mentioned but it's worth a try.
